<P>PROBLEM TO BE SOLVED: To provide a method of manufacturing a cowl top cover which can easily adjust a reaction force of a first seal portion and can secure sealability at a lip part of the cowl top cover. <P>SOLUTION: A body part cavity 65a is demarcated in a part of a cavity 65 by moving a slide core 63 forward from a guide hole 61d to come into contact with a second mold 62. A synthetic resin is injected into the body part cavity 65a to form a cover body part 31. The slide core 63 is moved back toward the guide hole 61d by a predetermined distance so that a thickness of the lip part is smaller in a lip protruding portion than that in a second seal portion.
