PURPOSE: A utility bill paying system is provided to conveniently pay various utility bills in a mobile environment without an authentication unit. CONSTITUTION: A payment interface module(110) provides data for the history of a payment target utility bill. The payment interface module provides data which displays a payment unit on a mobile terminal. A payment processing module(120) receives one of payment units included in the data and receives basic payment information for user authentication of the mobile terminal. The payment processing module generates payment information by adding member store information. The payment processing module provides payment information for requesting utility bill payment to a card company server.
