When it is determined that there are, in the slots of a MOST network (1), slot allocations of the maximum transmission rate that has been allocated to MPEG-TS signals or a greater transmission rate, a packet is read from a buffer (72) at an output transmission rate of the MPEG-TS signals. When the transmission rate of the MOST network (1) is smaller than the output transmission rate of the MPEG-TS signals, a request for increasing the number of allocated slots is made to a management unit, and a packet is read from the buffer after the increase of the number of allocated slots. If the packet read from the buffer (72) includes a PCR, the value of the PCR is changed to a PCR value in accordance with a system clock inputted from a PLL circuit (74) and thereafter the PCR is outputted to the MOST network (1) as an MPEG-TS signal as converted to the protocol of the MOST network (1).
