PROBLEM TO BE SOLVED: To quickly restore important blocks of a decoded image when an error occurs.

SOLUTION: An intramacro determination unit forcedly determines an intra-prediction mode as the prediction mode of macro blocks from frequency based on the priority degree of each macro block of image data to be encoded. An arithmetic unit encodes by the intra-prediction mode the blocks for which the intra-prediction mode is determined as the prediction mode. A storage buffer transmits a bit stream. The technique can be applied to an encoder, for example.
