<p>Disclosed are a method and system for controlling a terminal response trigger in a network congestion state, for solving the technical problem that when a network is in a congestion state, a terminal cannot respond to a request from an MTC server for the terminal to perform an emergency task. The technical solution is: when a network is in a congestion state, a mobility management unit sending a delay time to a terminal; after having received the delay time, the terminal starting up a delay timer; when the delay timer runs, if the terminal receives a trigger message sent by the mobility management unit, then stopping the delay timer, and initiating a mobility management process or a process management procedure. The present invention can enable a terminal to respond to an emergency service request initiated by an MTC server when a network is in a congestion state.</p> |
