<P>PROBLEM TO BE SOLVED: To appropriately set whether or not another radio communication service is to be continued in a base station, when one radio communication service becomes unavailable in the base station capable of using a plurality of radio communication services. <P>SOLUTION: The base station includes: a first radio communication unit for communicating with a mobile station to provide a first radio communication service; and a second radio communication unit for communicating with the mobile station or another mobile station to provide a second radio communication service different from the first radio communication service. The base station includes a communication service continuation restriction unit for restricting the base station operation whether the other radio communication service is to be continued on detection that either one of the first and second radio communication services are not available.
