<P>PROBLEM TO BE SOLVED: To more appropriately remove block distortion and to improve image quality of a decoded image. <P>SOLUTION: A deblocking filter control section determines whether an object region of a deblocking filter processing is a boundary of the target region of an adaptive offset processing or not on the basis of information on a quad-tree structure from an adaptive offset section.
