<P>PROBLEM TO BE SOLVED: To provide a motion picture encoding device capable of matching encoding and decoding of motion pictures using HEVC to an interlace format. <P>SOLUTION: For progressive motion pictures, the motion picture encoding device processes one frame as a one picture; for interlace motion pictures, the motion picture encoding device processes one field as a one picture. The device performs a common encoding processing when encoding picture data irrespective of the format of the motion pictures. The device generates a piece of display control information according to the format of the motion pictures, writes the display control information in the code string and generates a code string. The display control information comprises: a sequence-unit display control information which is commonly used in display processing of all pictures within a sequence to be encoded; and a picture-unit display control information which is independently used in display processing of the pictures. An extension information area encoding section stores each pieces of display control information in an extension information area which is generated in a picture-unit.
