<P>PROBLEM TO BE SOLVED: To keep the thickness of products constant when forming by orbital forging. <P>SOLUTION: In a control means 34 that controls the operation of an oscillating rotation drive means 18 and a lifting drive means 28 during the forming of a workpiece W, a load value f1 applied on an oscillating part 12 is understood. In a load control section 36 of the control means 24, the process of eliminating the elastic deformation caused to each of an upper mold 16, a lower mold 26, the oscillating rotation drive means 18 and the lifting drive means 28 with the load of the workpiece W being formed as the forming of workpiece W progresses is understood from the reduction of load value f1 applied to the oscillating part 12.
