<P>PROBLEM TO BE SOLVED: To achieve a target type attack countermeasure device for detecting and blocking communication of malware used in a target type attack. <P>SOLUTION: A determination part 114 determines whether or not a URL to which access is requested by a terminal 102 is stored in a URL access history DB 116 as a proper address being proper.
