Disclosed is a control information transmission method, comprising: dividing downlink control information into common control information and dedicated control information; extending a physical broadcast channel; dividing a common control channel domain into a plurality of narrowband sub-control channel domains by adding position identifiers; before a connection is established, transmitting the common control information in each sub-control channel domain of the common control channel domain according to the position identifier; after the connection is established, according to the channel state of each sub-control channel domain, selecting a sub-control channel domain that the channel state thereof complies with a set standard to transmit the dedicated control information. By setting a channel state selection scheme, the present invention enables a base station to select the sub-control channel domain of higher quality and lower load to transmit the downlink control information to a narrowband user terminal, thus effectively improving the reliability of control information transmission of a narrowband user terminal in a control channel. |
