Disclosed are a device and method for controlling a flash memory for storing a mapping table of a block to be erased. A host interface unit transmits and receives a control signal and data to and from a host, and a memory interface unit stores data in the flash memory or reads data from the flash memory in response to a control signal received from the host. A storage unit stores an address conversion table in which a physical address of each page is recorded in a plurality of entries respectively corresponding to logical addresses of a plurality of pages of the flash memory in which data is stored, and further stores a block mapping table in which the number of invalid pages included in each block and physical addresses of other blocks having the same number of invalid pages are recorded in a plurality of entries corresponding to a physical address of each block of the flash memory and block table to be erased in which a physical address of each block is recorded in a plurality of entries corresponding to the number of invalid pages included in each block of the flash memory.
