PURPOSE: An MV(Motion Vector) determination method and a device thereof for video coding and video decoding are provided to predict a current block for reference of a motion vector of other candidate block which prediction accuracy is relatively high. CONSTITUTION: An MV determination device determines a candidate MV list(21). When a reference image of a first candidate block is different from a reference image of a current block, the MV determination device determines whether or not an MV of the first candidate block is used in the candidate MV list based on whether or not reference images are a short-term reference image or a long-term reference image(23). The MV determination device determines an MV of the current block by using a candidate motion vector which is selected among MVs of the candidate MV list.
