<P>PROBLEM TO BE SOLVED: To prevent an unnatural reproduced image from appearing in a scene joint while a failure in a VBV buffer is avoided. <P>SOLUTION: An encoding section (103) compresses/encodes a moving image signal from an imaging signal processing section (102) for every picture, and outputs code data to a recording section (104), and a generated code amount for every code picture to a control section (106). The control section (106) calculates a VBV buffer occupation amount from the generated code amount for every picture and a bit rate of a stream which is previously set. The control section (106) determines whether the VBV buffer occupation amount upon an encoding stop instruction is a prescribed threshold or more to the encoding stop instruction. When the amount is the prescribed threshold or more, the control section controls encoding means to stop encoding. When the amount is less than the prescribed threshold, the encoding means is controlled to stop encoding after the prescribed number of images are encoded by a target code amount lower than a target code amount previous to the encoding stop instruction. <P>COPYRIGHT: (C)2013,JPO&INPIT |
