<P>PROBLEM TO BE SOLVED: To effectively reduce noise caused by the start of a fan for cooling either a radiator or a capacitor. <P>SOLUTION: Power is supplied to a fan motor from both a battery and a generator to drive the fan. When starting the fan under a condition that a predetermined fan driving condition is met, a generation voltage of the generator is once decreased, and the power is supplied to the fan motor to rotate the fan.
