<P>PROBLEM TO BE SOLVED: To suppress deterioration in image quality caused by toner adhered onto a developing sleeve, and suppress density unevenness on an image caused by non-uniform pumping-up of developer due to sleeve coating. <P>SOLUTION: An image forming apparatus employs a dry-type two-component developing method in which an amount of developer is regulated on an uppermost stream developing sleeve and the developer is passed to a developing sleeve on the downstream side. The image forming apparatus includes a developing device that can individually apply bias to each of the uppermost stream developing sleeve (an outer periphery of a first developing roller 51) and a developing sleeve other than the uppermost stream developing sleeve (an outer periphery of a second developing roller 52).
