PURPOSE: A roaming data charging system and a method thereof are provided to execute a charging process by generating additional data charging information mapped with additional content using information generated in an idle state of a subscriber terminal. CONSTITUTION: A receiver(210) receives packet and data charging information from a packet exchanger connected with a subscriber terminal. The receiver receives the packet and data account data from the packet exchanging device with which the subscriber terminal is connected. The receiver receives additional packets from the packet exchanger. An information generating unit(220) generates content using information by analyzing the received packet. The information generating unit terminates the generation of content using information when the packet is not received during a set time. An additional information generating unit(230) analyzes received additional packets after the information generating unit terminates the occurrence of content using information. The additional information generating unit generates additional data charging information and additional content use information.
