PURPOSE: A restoration block generating method is provided to generate a restoration block by using a residual block and a prediction block. CONSTITUTION: A picture dividing unit(110) determines the size of a chrominance block according to each coding unit. A converting unit(120) converts an original block and a residual block of the chrominance block. A quantizing unit(130) determines a quantization step size according to each coding unit. An inverse quantizing unit(135) inversely quantizes a quantization coefficient. An inverse converting unit(125) restores the quantization coefficient into a residual block of a space area. An adder generates a restoration block by combining the residual block with a prediction block.
