PURPOSE: A touch panel device and a touch detecting method thereof are provided to reduce used memory, to prevent malfunction, and to improve manipulation by reducing the influence of LCD noise. CONSTITUTION: A low data obtaining unit(31) obtains low data of a first horizontal line of a touch panel. An average baseline calculating unit(32) calculates an average value of the low data as an average baseline. A touch detection processing unit(33) compares the average baseline with the low data obtained from sensors of the first horizontal line. If the low data is greater than a threshold value, the touch detection processing unit determines a touch. If the low data is lower than the threshold value, the touch detection processing unit determines that a touch does not exist.
