<P>PROBLEM TO BE SOLVED: To provide a communication management device of a vehicle network that makes possible smooth transmission to an information terminal and an external network connected to the vehicle network while keeping a load of the vehicle network adequate. <P>SOLUTION: A communication management unit 200 monitors a transmission state of vehicle data sent to a vehicle network, and at the same time according to the transmission state of the vehicle data, obtains data related to a state amount of the vehicle interchangeable to the vehicle data processed by each of on-vehicle control devices 104 and 105 from an information terminal 310 located outside of the vehicle network. Then, the communication management unit 200 transfers the obtained data instead of the vehicle data processed by each of the on-vehicle control devices 104 and 105 to the information terminal 310.
