<P>PROBLEM TO BE SOLVED: To prevent a residual image from being formed on a medium and to prevent deterioration in image quality. <P>SOLUTION: There is provided an image forming unit comprising a developer carrier and a developer supply member which is disposed in contact with the developer carrier and supplies developer to the developer carrier. The developer carrier comprises an elastic layer 33b and a surface layer 33c which is formed on the elastic layer 33b and mainly composed of an acrylic resin. The surface layer 33c has a friction coefficient of 0.6 or more and 1.4 or less and a driving torque between the developer carrier and the developer supply member is 1.5 [kg cm] or more and 2.6 [kg cm] or less. Undeveloped developer on the developer carrier can be sufficiently scraped off by the developer supply member and the undeveloped developer can be prevented from remaining on the developer carrier.
