<P>PROBLEM TO BE SOLVED: To facilitate suitable electrical power utilization by quickly knowing the case where such a possibility is high that a power supply is interrupted by an operation of the current limiter, and simultaneously by knowing an average value of the current being applied to the current limiter in a past. <P>SOLUTION: A load current is detected by a current detection means 201 prepared downstream of the current limiter 555 and compared with a rating current of the current limiter 555 beforehand set by a setting means 202.
