<P>PROBLEM TO BE SOLVED: To prevent foreign matter from being generated in rubbing processing. <P>SOLUTION: Rubbing processing is performed by carrying a long polymer film 32 where a polymer membrane to be an orientation layer is not laminated, and by rubbing one film surface 32a of the polymer film 32 with a rubbing roller 35. The rubbing roller 35 has a peripheral surface made of a metal. The rubbing roller includes a roller body 35b and a rotating shaft 35a provided at a center of a circular section of the roller body 35b. The peripheral surface of the roller body 35b includes ridge portions 61 and valley portions 62 alternately formed along a longitudinal direction of the rotating shaft 35a. The ridge portions 61 and the valley portions 62 extend substantially in a circumferential direction, respectively.
