<P>PROBLEM TO BE SOLVED: To provide an unexploded explosive detector and an unexploded explosive detecting method for directly and reliably confirming the presence of an unexploded explosive using a simple tool, through a simple operation at a low cost. <P>SOLUTION: A hole is formed in a concrete structure. A linear explosive is installed in the hole. The hole is stuffed with a filler. In the linear explosive, an unexploded explosive detecting tool 1 whose body 3 is a vinyl-coated wire, is mounted along a detonating fuse. The body 3 of the unexploded explosive detecting tool 1 is pulled out after blasting by the detonating fuse.
