<P>PROBLEM TO BE SOLVED: To provide a support for a planographic printing plate which allows acquisition of a planographic printing plate superior in printing durability, anti-scumming property, ink release property, and dot scum resistance, and to provide a negative photosensitive planographic printing plate. <P>SOLUTION: With respect to the support for a planographic printing plate, particle size distribution of an inorganic filler which a hydrophilic layer contains has a peak in a range of 0.2 μm or more and less than 0.6 μm and has a peak in a range of 0.6 μm or more and less than 1.5 μm, and a ratio fx/fy is 1.5 or more where fx represents a distribution frequency of inorganic filler particles having particle sizes in the range of 0.2 μm or more and less than 0.6 μm and fy represents a distribution frequency of inorganic filler particles having particle sizes in the range of 0.6 μm or more and less than 1.5 μm, and the distribution frequency fy is 25% or more.
