<P>PROBLEM TO BE SOLVED: To provide a flame-retardant, low-hardness impact absorbing crosslinked rubber, and a method for producing the same. <P>SOLUTION: The curable composition includes: (A) a polyoxyalkylene polymer having more than one alkenyl in one molecule; (B) a compound having at least two hydrosilyl groups in one molecule; (C) a hydrosilylation catalyst; and (D) a metal hydroxide surface-treated with a coupling agent having an average particle size of 1.0-50 μm, a fatty acid or a resin acid. The composition is controlled in the crosslinking density of a cured material and in the balance between flame retardance and hardness thereof through addition of a plasticizer.
