<P>PROBLEM TO BE SOLVED: To provide a burner for producing a porous glass matrix and a production method of a porous glass matrix using the burner for producing a porous glass matrix, wherein the burner is capable of controlling a combustion improving gas to a desired flow volume and a linear velocity by changing a cross-sectional area of a glass jetting opening on the outermost side, thereby suppressing diffusion of the combustion improving gas and a combustible gas, and is capable of improving deposition efficiency. <P>SOLUTION: In a burner 10 for producing a porous glass matrix, a third gas jetting opening 17, which is at the outermost side in a plurality of gas jetting openings 15, 16, 17, is clogged by a clogging member 19.
