<P>PROBLEM TO BE SOLVED: To provide a battery monitoring device in which variation of current consumption in data transmission from a monitoring circuit side to a control means side can be suppressed without adding mirror data to digital data to be transmitted from the monitoring circuit side to the control means side. <P>SOLUTION: A bypass circuit 25 is provided which is configured such that, when transmitting "0" of digital data to the side of a microcomputer 22 in the case of data transmission from the side of a monitoring circuit 21 to the side of the microcomputer 22, a current equal to the current to be consumed by an insulation element 23 in transmitting "1" of the digital data to the side of the microcomputer 22 flows while detouring the insulation element 23.
