PROBLEM TO BE SOLVED: To provide a pavement structure which have sufficient functions to prevent water from permeating a base layer (waterproof function) and to drain an upper layer part.

SOLUTION: A method for constructing a pavement composed of a pavement layer 11, which includes a lower side with a waterproof function and an upper side with a drainage function, disposed on a base layer 10 comprises: a step A of providing the constituent materials of the pavement layer on the base layer, and a step B of providing a recess with a depth from the surface of 5 to 80% of the thickness of the pavement layer and a diameter of 0.1 to 4 cm in the layer of the pavement layer-constituting material on the base layer.
