<P>PROBLEM TO BE SOLVED: To enable developer to be supplied to a developer carrier stably and to prevent degradation in image quality. <P>SOLUTION: An image forming unit comprises: a developer carrier holding developer thereon; a first supply member disposed opposite to the developer carrier so as to freely rotate and configured to supply developer to the developer carrier; a second supply member disposed in contact with the first supply member so as to freely rotate and configured to supply developer to the first supply member; and a housing accommodating the developer carrier and the first and second supply members and defining a developer holding space for holding developer. The level of an upper surface 31a of developer held in the developer holding space is set lower than that of a contact opposite part β1 of the first and second supply members. Since the level of the upper surface 31a of the developer is set lower than that of the contact opposite part β1 of the first and second supply members, the first supply member can be floated from the developer.
