PROBLEM TO BE SOLVED: To improve coding efficiency by reducing an intra prediction error by introducing adaptive reference pixel generation processing according to a coding condition in intra prediction.

SOLUTION: An intra prediction block size reading unit 505 reads the size of an intra prediction block. An interpolation filter selection unit 506 sets the tap length of the interpolation filter required to generate a reference pixel, on the basis of the size of the intra prediction block. A reference pixel value generation unit 507 performs file processing using an interpolation filter of the set tap length, and generates an intra reference pixel value to use for generation of an intra prediction signal.
