<P>PROBLEM TO BE SOLVED: To provide a safe shelter for the time of a flood damage, for facilitating evacuation of evacuees, effectively utilizing an installation site, and making the entire configuration relatively easier than before. <P>SOLUTION: The safe shelter for the flood damage includes: an evacuation base 2 in a planar body shape for housing an evacuee; a plurality of column body members 3 attached to the evacuation base 2 and extended in the vertical direction; and a plurality of fixed cylindrical members 5 buried underground 4 and formed in a cylindrical shape extended in the vertical direction, for respectively housing the column body members 3 in the inside to be freely elevated and lowered. For the respective column body members 3, the inside is turned to a hollow shape, and buoyancy is provided such that the evacuation base 2 can be floated on a water surface 10 by all the column body members 3. For the fixed cylindrical member 5, water during the flood damage can flow into the inside from an opening 5c on the upper end side, and an inflow space 11 which the water can flow in while housing the column body members 3 in the inside is provided.
