<P>PROBLEM TO BE SOLVED: To provide a method for efficiently separating and recovering radioactive alkali metals and/or radioactive alkali earth metals contained in contaminated soil or contaminated water. <P>SOLUTION: Organic acid or an aqueous solution of organic acid is added to a contaminated target such as topsoil and paddy field removed from contaminated soil or contaminated water, and radioactive substances contained in the contaminated target are extracted into a liquid by chelate action to obtain an extract solution.
