PURPOSE: A secret information delivery device using complementary color, medium thereof, and a method thereof are provided to display secret information on an image to only a desired user, thereby safely delivering the secret information. CONSTITUTION: A secret information generation unit generates an image which includes secret information by using the three primary colors of light and color. A secret information delivery unit delivers the image to a user terminal(120). When the image is generated with the tree primary colors of the color, the secret information is displayed through a medium by complementary color when the medium is located in an area that the image is displayed on the user terminal. The medium is formed with the three primary colors of the light.
