<p>PURPOSE: A binder composition for concrete is provided to include an ash mixture with bottom ash and fly ash, blast furnace slag micropowder, and Portland cement, thereby having excellent chemical resistance, salt resistance, and durability. CONSTITUTION: A binder composition for concrete comprises: 10-30wt% of ash mixture which comprises 5-50wt% of bottom ash and 50-95wt% of fly ash; 30-50wt% of blast furnace slag micropowder; and 30-40wt% of Portland cement. The brain specific surface area of the ash mixture is 6,000-8,000cm^2/g. The ash mixture is manufactured by mechano-chemical treatment in a condition which physical energy of 50-150KJ/s per unit meter(m^3) is applied. The ash mixture is mechano-chemical treated by being pulverized using a mill for 30-120 minutes. Accumulated hydration heat after 3 days is 120-170J/g.
