A dynamic frequency planning method and device for cells. A shared frequency resource pool is constructed for a plurality of cells having the same dynamic frequency group, and frequency point adjustment is dynamically performed when a new carrier is powered on or a carrier is powered off, so that maximum utilization of the frequency point resources is implemented, the frequency point resources are saved, and the system frequency spectrum efficiency is improved. Further, a use frequency of the power-on/off carrier can be decided by measuring the interference in the frequency point in the frequency resource pool; moreover, by means of a frequency hopping mode of a base station, the frequency point resource, used by the carrier, in the frequency resource pool can be changed with time, thereby further reducing system interference and ensuring network quality.
