A communication control method in a mobile communication system having a first base station and a second base station that has a narrower coverage area than the first base station involves a step (A) in which the second base station notifies the first base station of the reference signal transmission power of the second base station, a step (B) in which a user terminal connected to the first base station reports the reference signal reception power of the second base station to the first base station after measuring the reference signal reception power from the second base station, and a step (C) in which the first base station estimates the propagation loss between the second base station and the user terminal on the basis of the reference signal transmission power notified by the second base station in step (A) and the reference signal reception power reported by the user terminal in step (B).
