The charge and discharge control device is at least one circuit comprising adjacent secondary battery cells connected in series, switching elements connected in series, the secondary battery cells and switching elements being connected in parallel, and an inductor connected between adjacent secondary battery cells connected in series and between switching elements connected in series, the inductor being used to equalise the voltage of adjacent secondary battery cells. In this circuit, adjacent secondary battery cells corresponding to a second voltage difference at or above a first threshold value are detected, and the voltage of the detected adjacent secondary battery cells is equalised by alternately connecting and disconnecting the switching elements to each of the detected adjacent secondary battery cells at fixed intervals using a constant pulse width that enables the supply of the maximum allowable current to the secondary battery cells detected using the second voltage difference.
