A method and apparatus estimating a mobility state is described. The present invention comprises receiving cell change parameter including a reference value for estimating the speed of the UE, information about time, the density of small cells or scailing factor from the Base Station (BS); and estimating the speed of the UE based on the cell change parameter and determining whether the mobility state of the UE is a high speed, a medium speed, or a low speed.
