Disclosed in an embodiment of the present invention is a message transmitting method, comprising: packing a to-be-transmitted message according to the packing information in the message configuration information, and obtaining a message packet; according to information about the nominal packet transmission rate in the message configuration information, generating the packet transmission indication information indicating the actual packet transmission intervals in accordance with an interval change strategy for actual packet transmission; and transmitting the message packet according to the indication of the packet transmission indication information. Also disclosed in the embodiment of the present invention is a message transmission device. In the present invention, the packed message packet is transmitted according to the actual packet transmission intervals indicated by the packet transmission indication information; the indicated actual packet transmission intervals are varied because the packet transmission indication information is generated according to the interval change strategy for actual packet transmission, thus solving the problems of buffer memory congestion and PDV increase caused by the same packet transmission interval used during message packet transmission, reducing the PDV generated during message packet transmission, and improving the clock recovery quality of the message at a receiving terminal.
