An HARQ mode determination method, and an uplink data transmission method and device. The method includes the steps of: a machine type communication (MTC) device obtaining the number of maximum hybrid automatic repeat request (HARQ) processes supported thereby; and reporting the number of maximum HARQ processes obtained to a base station, wherein the number of maximum HARQ processes is used by the base station for determining the uplink HARQ mode of the MTC device in the current timeslot matching mode. The technical solution solves the problem that when performing uplink data transmission, a large number of uplink subframes have no data transmission and thus system resources are wasted.
