Disclosed is a drilling tool. The drilling tool comprises a drill head (1), a drill barrel (5), an unlocking bottom mechanism (6), and a drill base (8). The drilling tool further comprises an earth removal pressure disc (7) for pressing sediment in the drill barrel (5) downwards, wherein a through-hole (71) is provided in the earth removal pressure disc and an incision (72) is provided on the periphery, the through-hole (71) being used for a pressure rod (61a) of the unlocking bottom mechanism (6) to pass therethrough, and the incision (72) corresponding to a water current hole in the drill barrel (5); and a hydraulic drive mechanism used for driving the downward motion of the earth removal pressure disc (7) in the drill barrel (5). Further disclosed is a rotary drilling rig having the drilling tool. The present invention helps to solve the drawback in existing drill buckets of the difficulty of removing sediment, improves working efficiency, and has a simple structure, is convenient to install, and is widely useable.
