The device has a lifting nacelle (6) mounted on an articulated structure (5) in order to be moved between low steady position and high fuelling position. A supply line (10) delivers a liquid. A drive system includes a screw vertical endlessly defining a vertical axis such that the articulated structure is deployed and folded along the vertical axis by the drive system. A power supply unit (3) is connected to a driving controller i.e. motor reducer, for energizing the driving controller to ensure deployment and folding of the articulated structure.
