The device (1) has a pyrotechnic actuator to perforate a conduit (2) in fluid communication with a tank. A collar (4) encloses the conduit. The collar supports a pyrotechnic cartridge (5) oriented radially toward the conduit, and an anvil (11) diametrically opposite to the cartridge with respect to the conduit. The cartridge perforates two walls (2a, 2b) of the conduit. The anvil collects debris generated by perforation through the conduit. The cartridge forms a penetrating projectile (14) i.e. explosively formed penetrating projectile.
