The method to combat atmospheric heat and severe cold is carried out creating a front of low-speed, but long-term forced surface air flow. The flow is created in the epicentre of possible occurrence of atmospheric pressure growth from earth surface. The flow width shall be comparable to city diameter. The device for realisation of the method comprises a cascade of wind turbine fans. Wind turbines when rotating have two degrees of freedom. In calm weather wind turbine fans create an axial air flow from forced rotation with an engine.
