<P>PROBLEM TO BE SOLVED: To provide a device and a method for enhancing quality of a speech codec. <P>SOLUTION: In a method for enhancing quality of a speech codec, first energy of a signal decoded by a low-band codec is calculated, and second energy of a signal decoded by a low-band sound quality enhancement mode is calculated. Then, when the first energy is less than a first preset threshold value or less than a product of the second energy and a second preset threshold value, size of the decoded signal is scaled.
