<P>PROBLEM TO BE SOLVED: To provide a vehicle seat belt device which can properly control a continuous length and a force for restricting a passenger by webbing depending on an emergency situation. <P>SOLUTION: A first actuator unit 13A and a second actuator unit 13B for generating an instantaneous rotational driving force by an generated gas in the emergency are provided. Each of the actuator units 13A, 13B is connected to a belt reel 11 via centrifugal clutches 17, 117. A controller selectively operates and controls both the actuator units 13A, 13B.
