<P>PROBLEM TO BE SOLVED: To provide a fixing device having a resistance heating element layer as a heating element, the fixing device being capable of reducing heat values associated with abnormal heat generation. <P>SOLUTION: A fixing device 5 for heat fixing an unfixed image on a record sheet includes a resistance heating element layer generating heat by energization, an endless heating rotator 51 heat-fusing, by using the heat generated by the resistance heating element layer, the unfixed image on the record sheet, and a power supply unit 500 energizing the resistance heating element layer by applying voltage.
