PROBLEM TO BE SOLVED: To provide a video signal processing apparatus capable of obtaining satisfactory image quality by performing an appropriate contour emphasis processing under any photographing conditions.

SOLUTION: The video signal processing apparatus is a contour emphasis processing section for emphasizing a contour of a picture. The contour emphasis processing section includes: a contour emphasis processing section that detects a contour on the basis of video signals and outputs video signals in which the contour is emphasized using contour emphasis control signals input from the outside; an encoding section that efficiently encodes the video signals; and a contour emphasis control section that generates contour emphasis control signals for changing the level of the emphasis of the contour according to at least two kinds of encoding information representing the encoding conditions of the encoding section.
