<P>PROBLEM TO BE SOLVED: To provide a membrane-electrode assembly which can offer a high energy efficiency even in the case of producing an organic hydride in one stage by use of a single device, and a device for organic hydride production. <P>SOLUTION: The membrane-electrode assembly comprises: a cathode catalyst layer 22; an anode catalyst layer 23; and a solid polymer electrolyte film 21 disposed between the cathode and anode catalyst layers. The cathode catalyst layer 22 includes a catalyst metal 24 for making a material to be hydrogenated a hydride, and a carrier 25 thereof. The carrier 25 has, on its own surface, a functional group 27 capable of weakening the wettability for the material to be hydrogenated.
